Yes. I suggest you google “icm102 wiring diagram”. I use it to start the dust collector about two seconds after the table saw is turned on else it trips breaker and yes I used the 1amp fuse and a relay.

they are 18-240 volts, I have not tried them on DC though I suspect that they will work but I suggest that you might use an external relay to protect the internal relay from contact burn depending on how heavily you load them.

Yes, it delays ON for an adjustable period whenever it is energized; OFF is instant.
