Does this come with a product key COA license sticker that can be applied to a computer?

the COA on the sleeve peels off and applies to the computer. It also has a scratch off over the Key, be VERY careful when scratching it off. I accidentally wiped a couple characters off of the label & had to do some forensic work to get them.

Hello, im building my own computer for the first time. will this work os work? i will be flashing my bios before installing the os.

DO NOT listen to the long and drawn out answer from teerandaz007.  The only difference between OEM and Retail is that Retail allows you to call Microsoft for support.  OEM does not.  OEM is meant for "system builders" aka people who know how to troubleshoot Windows problems without having to call Microsoft.  I have been buying OEM since the Windows XP era and have never had an issue, nor have I ever had to call Microsoft to allow activation.  That is only my personal experience, so it is possible you may need to call Microsoft if you transfer to a new PC, or do a major hardware change.  On a side note, if your employer has an IT dept. you can always ask your IT folks for some pro tips.  Most of the time I'm happy to answer questions as long as I like the person.  You can also ask them if they do "side work" for cash.  I've made some good money over the years fixing personal PC's.  But please, don't send your IT guy 100 questions, or expect an involved/ongoing troubleshooting cycle.  We're willing to answer some questions, but not turn your PC help into a part-time job.

I'm switching out my motherboard to another one. can i just re-install the os to a formatted hard drive or do i have to do something else first? Thank You

The last answer is also correct however,  you may  call Microsoft and get the O/S activated properly after swapping to a new motherboard or CPU.  You will know if your O/S does not activate when you try to activate it. You should try to activate it yourself instead of waiting a few days for Win 10 to try automatically. If it does not activate just call Microsoft and phone in your many lines of numbers to activate your O/S. It's time consuming but I have had to do this several times after upgrading my motherboard and my Solid State Hard Drives. You can download and install your drivers after you get 10 on your system or even better download and install all WIN 10 64 bit drivers from a second hard drive that you add to your main system. You should always have two hard drives in a non notebook PC.
