Probably but you risk damaging them. Use a pair of pliers to cut wire.

I had the same problem when I received these pruners but found the solution. If you hold them , with the offset leg pointing upwards, using your thumb you will find a small slider just in front of the blades. Squeeze the prunes a bit and with your thumb pull the notched slider towards you ,this unlocks the primers ready to use. I hope this is a little bit helpful for you

For very thin branches, I use hedge shears. For cutting light shrubs with branches up to half an inch thick I use the Tabor secateurs. Above that I tend to use a ratchet lopper which requires very little effort. The great thing is that the Tabor secateurs have remained sharp for two years now.
