Some people are extremely vigilant in not buying things from China. People that are serious about that are very serious about it. The crucible is Italian they say but high likelihood the tongs are not

No, you have to coat with borax prior to use.

Q: Can they be used in a propane forge?

The short answer is yes. It is very shallow, and doesn't hold THAT much material. As such, there is a risk of the high pressure propane blowing the molten material out.
